The following rules are for your safety and that of all members and their guests. Rules are meant to be adhered to and will be enforced. Please read these, keep a copy for your reference, and assist in their enforcement.

GENERAL CONDUCT

  • Members are responsible for the actions of their guests. Please make sure they are aware of the Park Rules.

  • All guests and vendors must be signed in on the log at the gate. If you are showing prospective members your property for sale, remember they are your guests and should be signed in also.

  • Any guests staying overnight, member must submit a Guest Usage Permit and place in the black lock box in the lodge.

  • Let the Property Manager know if you are expecting a vendor and the expected time.  You are responsible for any vendor that you arrange to enter the park and the repair of any damage to the park roads or infrastructure that may occur.

  • It is important not to let other vehicles into the park, when you are entering or leaving the park, unless you know the vehicle is of a member.

  • Children under the age of 16 are always to be accompanied by an adult while in the lodge.

  • Sleeping in the lodge isn’t allowed. No smoking in the lodge. No pets in the lodge.

  • No loud noises after 10pm Sun-Thurs, and after Midnight on Fri and Sat.

  • Pets are confined to your site unless on a leash. No pets allowed in the children’s play area. Only two pets allowed regardless of the number of memberships held in WTTA.

  • Please use marked river access areas only. Fishing and hunting are not allowed in the park. B-B guns and pellet guns are not allowed in the park. Discharging firearms is prohibited. Setting off fireworks is not allowed due to fire danger.

BURNING

  • Only fireplaces or pits approved by a Board Member or Property Manager or Caretaker will be allowed. Burning of plastics is discouraged. Burning barrels are not allowed.

  • No fireplaces or pits are allowed on sites without a water hookup. A hose, with water turned on, must be readily accessible to the fire.

  • During high-risk weather conditions, the Property Manager has the authority to institute a ban on campfire usage. This is regardless of whatever permits and restrictions are in effect for the City or County.

  • The WTTA burn pit may be used by all members when the burning permit is in effect. The permit is posted in the lodge. Burning at the pit is to stop at 12:00 noon unless authorized by the Property Manager or on a work party day. At least one person is to remain at the WTTA burn pit during burning.

  • Please do not bring debris into the Park to burn or leave it at the WTTA pit or by the lodge.

WATER

  • Any modification to the permanent water system requires pre-approval of the Property Manager.

  • Water charges are detailed in Appendix A of the WTTA Table of Contents.  

  • Car washing is not allowed.

  • To help conserve our water, please shut off your water nozzle when water isn’t being used.

  • Yard watering should be minimized and only done by hand. No watering of lawns allowed during July and August. Always double check that your water is shut off at the box when leaving the grounds overnight. See By-Laws for failure to comply with this rule.

All members at Washougal Timber Trails must comply with the following when connecting to the Association water system:

  1. A heavy-duty hose with metal fittings or PVC is required from the RV to the WTTA connection. The water must be turned off at the WTTA green box when leaving the grounds overnight.

  2. All connections used during cold winter months (April 1 to November 1) must be protected with an electric heat tape / cable and wrapped in foam insulation.

  3. All connections must pass Property Manager/Caretaker/Board member inspection as spot checked throughout the year, but especially entering the busy summer season and the cold winter season.

If you choose not to comply with the above your connection to the Association water system must remain shut off at the street.  WTTA has a long history of member’s water connections failing. In some cases, this has caused unnecessary repairs on the well system; the waterlines; hours searching for leaks; and monitoring the system to regain an effective system.  

Members found to be using park water without properly protecting the RV water line, as outlined above, will be fined in an amount stipulated in Appendix B. 

 WORK PARTY CHARGE

  • Each Membership or representative thereof must attend 3 work parties per year.   Work parties are held on the last Saturday of the month from Apr. thru Oct.  Charges for not attending work parties are detailed in Appendix A.

VEHICLE USAGE

  • Must be at least 16 years old to drive. This applies to all vehicles including golf carts, ATVs, etc.

  • Please try to keep cruising and dust to a minimum and remind family and guest of the 5 MPH speed limit.

SITES

Restrictions on type, use of units and improvements.

  1. All recreational vehicles must be properly inspected and documented PRIOR to placement on your site. This requirement also applies to relocation of any existing RV currently on WTTA property to another WTTA site

  2. All recreational units shall be licensable as a recreational vehicle. No converted buses brought in or transferred within WTTA property from May 21, 2005 forward are allowed.

  3. All recreational vehicles shall be totally self-contained. Exceptions to the self-contained restriction are as follows:  Sites which have power and water utilities in place need not have recreational vehicles with self-contained water and power systems. With respect to black water (human waste in solid or liquid form) and gray water (water from sinks and baths) the following restrictions apply. Black water needs to be run directly into the recreational vehicles holding tank and disposed of off of WTTA property or by a "honey bucket" to the Septic System Dump Station located at the main gate. An exception to this requirement is allowed if the site contains an approved black water holding tank. Such tanks are pumped periodically at owner's expense. Gray water should be run directly into the recreational vehicles holding tank and disposed of off WTTA property or dispersed via an on-site gravel bed or underground dispersion tank.

  4. Sites may be improved with trailer covers and decks. However, such construction shall be in compliance with Skamania County Building Codes and the Skamania County Order Granting Conditional Use. Building permits are required. One trailer cover per site is allowed. If the Property Manager questions the structural integrity of an existing snow cover, shed etc. the member has the option of doing said needed repairs to the structure or by meeting with Skamania County Building Inspector and the Property Manager. Any and all repairs to the snow cover, shed etc. deemed necessary by the Building Inspector will be done in accordance with Skamania County UBC and on a time schedule determined by the Property Manager. If the required repairs are not done in the manner described above the member will be required to remove, dismantle or tear down said structure.

  5. Storage sheds are allowed but must not exceed a floor area of one hundred (100) square feet and a height of eight (8) feet. One storage shed per site is allowed.

  6. No recreational unit or storage shed shall be located within five feet of the site boundary, ten feet off of all roadways.

  7. Asphalt or concrete products are prohibited in the construction of driveways and paths.

  8. Fences may be constructed of wood or stone but cannot exceed five feet in height.

  9. Hot tubs, flush toilets, dishwashers, garbage disposals and washing machines are prohibited.

  10. All allowable utilities to sites must be underground unless the prevailing authority of the utility company determines it necessary and beneficial otherwise.

  11. No live trees in excess of four inches in diameter may be removed, except for the preparation of sites, without the prior approval of the Property Manager.

  12. No trees may be cut and hauled off of WTTA or individual site property for use as home firewood.

  13. All sites shall leave a water hose attached to an outside faucet in the event of fire.

  14. Professional (Commercial) Real Estate signs are not permitted within the park, or on the roadside adjacent to the grounds.  A member may, however, advertise his/her site for sale within the park, as an individual, through the posting of an on-site for sale sign or by a notice in the lodge. If advertised publicly, the member must show the site by appointment only and personally escort the interested party through the gate and the grounds, unless prior arrangements have been made and approved by the Caretaker, in advance. “All other signs or banners are not permitted to be visible outside a member’s unit or site except for WTTA signs, State flags, the US flag and decorative flags.  WTTA is a campground and as such free from solicitation, commercial advertising and political signage/banners. (Note: This is in response to the recent display of political banners.)

  15. The discharge of firearms or other weapons is strictly prohibited in the park.

  16. Members are responsible for the disposal of their own garbage by taking it off site or home. Members who spend thirty (30) or more consecutive days and nights in the park are required to obtain garbage service from a local garbage company. All garbage must be kept in a secured garbage receptacle when outside of your R.V. unit.

  17. All pets must be kept on a held leash or otherwise confined to member’s site.

  18. All entrances and exits from the park shall be made through the main gate only. Gate must be kept closed at all times.

  19. No minor under the age of eighteen (18) years of age may be left in the park without adult supervision.

  20. Please remember that all site improvements including tree removal, storage sheds, RV covers, decks, fences, water hook-ups, etc. require approval by the Property Manager.

  21. Building of a snow cover requires the approval of the Property Manager and a Board Member approval. Site Development Applications are available in the Lodge.

  22. Electrical hook-ups from trailer to meter must be in accordance with County regulations.

  23. Tree and bushes, regardless of who planted them shall be the property of the WTTA, however, a member shall be responsible for the care and maintenance and removal cost of any tree or bush that is located on that member’s campsite.

  24. Members requesting removal of trees considered hazardous may be required to obtain a written statement from a tree expert, confirming the hazardous condition before final approval for removal is obtained.

  25. Trailered boats are not allowed to be stored in the Park. Six months with no removal constitutes storage.

  26. Tires and tongue must always remain on the RV trailers.

  27. Tarps utilized can only be dark green or brown. No blue tarps allowed. Tarps must be removed by July 1st.

  28. Black water holding tanks are required to be buried, placed under the trailer or otherwise covered.

 Maintenance and appearance of sites and units.  Members will provide customary ongoing maintenance to their recreational vehicles, snow covers, decks and sheds to ensure they are kept in a clean, habitable and safe condition. All sites are expected to be periodically kept clean of tall grass, weeds, and unsightly material so that the site will not be an eyesore, and/or a fire hazard. This is our park and we should be proud of it.  At a minimum, each site is to be cleaned by June 1st of each year. Sites not cleaned by June 1st of each year may be cleaned and billed to the member at a rate per hour for labor as set by the Board. The outside surface of all recreational vehicles shall also be kept in a clean appearance. If not kept clean, the member may be notified via written letter to clean the recreational vehicle. If the member does not clean the recreational vehicle, or attempt to work out a reasonable arrangement with the Property Manager, or designee, when to clean the vehicle, the member will be asked to remove the vehicle from WTTA property.

Habitability of R.V. Units.  If the Property Manager questions the habitability of a R.V. unit, the Board of Directors are required to inspect said unit. If a majority vote of the Board of Directors deems that said unit is uninhabitable, the member has the option of removing said R.V. within seven (7) days from WTTA property or bringing the unit into a habitable condition within seven (7) days. The Board of Directors would then again inspect the unit. If the majority vote of the Board of Directors again deems the unit uninhabitable the member will have seven (7) days to remove the unit from WTTA property. Because this is a health concern normal due process does not apply. If the member decides to appeal the decision of the Board of Directors, the appeal must be in writing and made within five (5) days of the Board of Directors final determination of said unit. Members occupying their R.V. for thirty (30) consecutive days and nights or more are required to have electrical service from Skamania County PUD.

 Water Availability.  Water shall remain on year-round except in instances of freezing weather. The decision to shut off the water lines or a member’s individual site will be made at the discretion of the Property Manager. This procedure becomes necessary to protect units and waterlines from broken lines and resulting damage due to freezing temperatures. It can be expected that the possibility of water shutoff will occur from November 1st through April 1st. Advice as to the proper shut off procedure at each unit, and the draining of lines, can be obtained from the Property Manager or the Caretaker. All members are expected to ensure the integrity of the well system. Examples: members are required to shut their water off at the road when leaving the park overnight, operating heat tape and insulation is required on pipes, hoses etc. during cold weather. Dripping faucets, pipes and hoses are not allowed. Violation of this rule will result in a warning letter for the first offense, and fines as detailed in Appendix B.  Any further violations could result in a suspension. The water to the lodge is not affected by this Rule.

 Violation of Water Shutoff Rule

When a waterline shutoff rule is in effect and the above Rule is violated, the person(s) responsible will be subject to an additional fine and reimbursement for actual damages incurred as detailed in Appendix B. 

 Vehicles, Speed Limits, Condition of Vehicles.   Reasonable use of access roads shall be granted all motor vehicles, which includes automobiles, golf carts, ATV's, snowmobiles, motorcycles, etc. Please respect your fellow member's privacy. Maintain an adequate muffler system and observe a maximum speed limit of FIVE MILES PER HOUR at all times. This is not only necessary for safety reasons but to keep the gravel dust minimized during dry weather. Vehicles are prohibited from parking on access roads. Vehicles, golf carts, boats etc. must be completely on member’s site. Allow at least one foot off of all roadways. Do not encroach on neighboring sites. All overflow parking must use lodge parking lot. Inoperable vehicles, motor homes, golf carts, boats etc. are not allowed to be stored on an individual site or WTTA property. Licensing & plates must be current on trucks and cars

LODGE RENTAL

The Lodge is available to rent.  Daily rental fees and deposits are included in Appendix A.  Required deposits are refunded if the Lodge is left clean and in good condition.

  • Lodge may not be rented on work part Saturdays, Apr-Oct or holidays from May-Sept.

  • Please see application form above the calendar in the Lodge for procedures, conditions, restrictions and reserving a date.
